Javier Figueroa is the Publisher of EL BORICUA, a Monthly Cultural Publication, and the Publisher of our internet home.

Javier was born in Chihuahua City, in Chihuahua, Mexico in 1948. His grandfather had immigrated from Spain in the early part of the century. The family moved to El Paso, Texas in the 1950's where he attended local public schools. Javier worked himself thru college and is a science teacher at a local high school.

He is a long-time Boy Scout volunteer serving as Scout Master, an Eagle Scout himself, and the recipient of the Silver Beaver Boy Scout Award.

Javier's wife is Ivonne, the editor of  EL BORICUA.
